Position Overview: The purpose of J-U-B ENGINEERS, Inc. (J-U-B) is “Helping Each Other Create Better Communities.”  We foster a teamwork environment to solve problems that improve society – while providing employees growth opportunities.  We are seeking an Engineer-in-Training to work in our Kennewick, WA office.  While applying technical and engineering knowledge and skills, the successful candidate will have the opportunity to: Plan, design and implement critical community infrastructure projects including water distribution and treatment, wastewater collection, treatment and reclamation, irrigation, and storm water infrastructure. Play key roles in all phases of project planning, design, and construction management. Analyze engineering data, interpret plans and specifications, and make sound decisions. Partner with senior engineers and project managers for reporting, design, and construction phase services to enhance public water, sewer, irrigation, and storm water projects. Collaborate with government agencies for permits, crossing agreements, easements, encroachments, and other necessary requirements. Facilitate public meetings, public forums, and open houses to discuss project details and answer questions from the public. Organize and conduct meetings with consulting partners, contractors, clients, and agencies. Utilize design tools such as AutoCAD Civil3D, Microsoft Excel, WaterCAD, and InfoSWMM.  Qualifications: Bachelor’s degree (B.S.) in Civil Engineering, Environmental Engineering, Water Resources Engineering, or equivalent. Master’s degree with focus in the water sector is desired, but not required. Certification as Engineer-in-Training (passed Fundamentals of Engineering Exam). Two years of experience in civil/water/wastewater engineering working under responsible charge of a Professional Engineer is highly desired, but not required. AutoCAD Civil3D experience. Water/wastewater modeling software experience. MS Office proficient. We are seeking a Project Engineer to join our Transportation Services Group (TSG).  This is an exciting opportunity to join a growing and thriving organization that provides transportation engineering services to our clients throughout Idaho, Washington, Colorado, Utah, Nevada, and Oregon.  This position will focus on project delivery, client relationships and business development. This position will report to the Technical Resources Manager within the TSG and be located out of our Clarkston office; J-U-B is supportive of alternative work arrangements to offer flexibility, as needed. The successful candidate will perform the following duties: Work closely with technical staff assigned to projects including drafters, EIT’s, and project engineers. Oversee the planning, design, and construction of infrastructure designs for primarily transportation projects for both local roadway jurisdictions as well as working on federally funded projects with the Idaho Department of Transportation (ITD). Perform construction phase services including observation, administration, and shop drawing reviews. Interact with clients for direction on project items and coordination as needed to produce deliverables. Interact with government agencies for project items such as necessary permits, crossing agreements, easements, encroachments and other necessary requirements. Support the Project Manager in executing the project scope of work, meeting budgets, and following schedules. Mentoring younger/junior staff such as drafters and designers. Produce CAD drawings, alignments, models, plans, specifications, estimates. Assist with marketing/business development activities for transportation engineering pursuits. Qualifications: Bachelor’s degree (B.S.) in Civil Engineering or equivalent. Current Idaho PE license or ability to obtain within 6 months. 6 years or more of Transportation Engineering experience. AutoCAD and/or OpenRoads Designer Experience is desired. History working on projects with LHTAC or ITD (as a consultant or LHTAC/ ITD employee) is a plus. The primary duties of the Senior Environmental Planner/NEPA Specialist position include serving as the environmental lead various stages of project development including environmental planning, NEPA documentation and permitting. Well-developed technical writing and project management skills are a must. While serving the environmental lead on a variety of NEPA documentation and environmental projects, this position may also be responsible for data collection, agency coordination, quality control, and preparing environmental permit applications, impact analyses and technical reports related to NEPA compliance and regulatory permitting. While applying project management skills and technical knowledge, this position: Prepares and assists in the development of environmental documents, resource analyses and permit applications Collects, interprets and analyzes data Prepares technical memorandums and reports Assists in preparation for, and participation in, public information meetings and hearings. Requires excellent verbal, technical writing, project management, and interpersonal skills Ability to work independently in a self-directed manner, and to work collaboratively in a team-focused atmosphere Knowledge of federal and state environmental regulations Qualifications: Bachelor’s or Master’s Degree (preferred) in Environmental Policy, Environmental Science, Environmental Resource Management, Biology, or Botany 15 years related experience preferred Understanding of Federal, State and local environmental regulations and processes with agencies such as FAA, NRCS, USACE, EPA, USFWS, NOAA, and FHWA Strong oral and written communication skills A working knowledge of the NEPA process, and environmental document preparation Demonstrated ability to accurately analyze information, make sound decisions, lead projects to completion and meet deadlines Well organized team player, able to coordinate with project team members to ensure that quality work is completed in a timely manner Salary Range: Salary range starts at $92,000 plus / Negotiable by experience. The ideal candidate has a solid foundational understanding of planning and design relating to civil infrastructure of water, wastewater, stormwater, and irrigation systems and works well in a collaborative, problem-solving, team environment.  Primary Responsibilities: Provide design services for civil projects including water, sewer, stormwater, and irrigation within southeastern Washington and surrounding region. This includes piping, pump stations, permitting, treatment, hydrology calculations, and hydraulic calculations. Play a key role in all phases of project development, design, and construction. Analyze engineering data, prepare plans and specifications, and make sound engineering decisions to solve client challenges. Collaborate with our Kennewick tight knit “Water Group” on reports, design, and construction projects for our clients. The Kennewick “Water Group” has 8 PE’s, 4 EIT’s, and 2 Drafters. Effectively use design tools such as Microsoft Office and modeling software to communicate engineering decisions in reports, technical memorandums, e-mails, and by telephone.  Qualifications: Bachelor’s degree (B.S.) in Civil Engineering or equivalent. Professional Engineer (P.E.) licensure in Washington or Oregon. 4-8+ years of civil engineering experience. Proven ability to work collaboratively in a team environment. Water, Wastewater, Stormwater, and Irrigation design and construction experience. Strong communication and writing skills. Salary Range: $80,000 – $100,000/year determined by experience.
